Concord Teen Arrested On Assault, Domestic Violence Charges: Cop Log

CONCORD, NH — Moses Giffard Carr, 18, of Concord received a summons at 11:46 p.m. on March 2, 2024, on theft by unauthorized taking-less than $1,000 and unlawful possession-intoxication charges. He was charged after an incident or investigation at the Irving gas station at 190 Pleasant St.

Victoria E. Elliott, 27, of Concord was arrested on a bench warrant at 2:10 p.m. on March 2 after an incident or investigation at Aldi at 289 Loudon Road.

Stefanie M. Rossi, born 1985, of Penacook received a summons at 8:42 a.m. on March 2 on a criminal trespass charge. Also charged was Nathaniel M. White, born 1984, for criminal trespass. They were charged after an incident or investigation on Village Street in Penacook.

Brian Huoppi, 43, of Concord was arrested at 5:26 a.m. on March 2 on a possession of a controlled drug charge after an incident or investigation on Stickney Avenue.

Christopher T. Willott, 31, of Concord received a summons at 1:54 a.m. on March 2 on a loitering and prowling charge and an unlawful activities; litter control violation. He was charged after an incident or investigation at the Golden Nozzle Car Wash at 165 Loudon Road.

Rafael Ramos Rosa, 66, of Concord was arrested at 1:01 a.m. on March 2 on driving under the influence-second offense and two driving under the influence charges as well as public urination or defecation and tail lamp and reflectors violations. He was arrested after an incident or investigation at 118 Storrs St.

Thomas Aucoin, born 1965, of Concord was arrested at 9:41 p.m. on Feb. 25 on a driving under the influence-second offense charge after an incident or investigation at 114 Fisherville Road.

Crystal L. Downie, 40, of Manchester was arrested at 6:27 p.m. on Feb. 25 on receiving stolen property, a felony, due to two prior convictions, possession of a controlled drug, and resisting arrest or detention charges. She was arrested after an incident or investigation at Walmart at 344 Loudon Road.

Sienna Phaneuf, 18, of Concord was arrested at 2:50 p.m. on Feb. 25 on two simple assault and two domestic violence-simple assault charges. She was arrested after an incident or investigation on Elliott Street.
