Hopkinton Man Arrested On Sexual Assault Charges: Concord Police Log
Homeless man arrested on mischief charges; Webster man faces trespass, mischief charges; hiding under table leads to loaded syringe charge.

CONCORD, NH — Riley Winter, 22, of Snow Shoe Trail in Hopkinton or Manchester, was arrested at 2:15 p.m. on Dec. 6, 2023, on aggravated felonious sexual assault and felonious sexual assault charges, both felonies, as well as a prohibited sales of alcohol violation. He was arrested after an incident or investigation at Salisbury Green on Loudon Road.
Jason Fencik, 42, a homeless man now located in Concord, was arrested a 1 p.m. on Dec. 6 on three criminal mischief charges. He was arrested after incidents or investigations at Maddy’s Beauty Supply at 234A N. Main St. and the Concord Homeless Resource Center at 238 N. Main St.
Brent L. Keyser, 38, of Penacook was arrested at 10:11 p.m. Dec. 6 on disobeying an officer and resisting arrest or detention charges as well as unofficial inspection-registration decal, license required; penalty, and unregistered vehicle violations after an incident or investigation at 125 N. Main St.

Juan Padua, born 1992, of Barnstead received a summons at 4:56 a.m. on Dec. 6 on a license required; penalty violation after an incident at 125 Loudon Road.
Darrel S. Bousquet, 38, of Concord was arrested at 4:25 a.m. on Dec. 6 on two warrants. He was arrested after an incident or investigation at the Royal Gardens apartment complex. Bousquet failed to appear at arraignments in Strafford County Superior Court on a felony theft charge out of Dover on Aug. 10 and Oct. 19 and at a dispositional conference hearing in Merrimack County Superior Court on Oct. 30 on robbery, criminal threatening, criminal trespass, and theft charges out of Concord from March. Bousquet had court dates on Jan. 24 and Jan. 26, 2024.

Sarah Elizabeth Pacheco, born 1983, of Concord received a summons at 12:28 a.m. on Dec. 6 on a license required; penalty violation after an incident or investigation at 234 N. Main St.

Victoria E. Elliott, 27, of Loudon Road in Concord was arrested on a warrant at 4:45 p.m. on Nov. 27 as well as two felony drug possession charges. Police were sent to an apartment on Loudon Road for a report a 29-year-old woman, was inside an apartment she was trespassed from, according to an affidavit. Officers went to the apartment, spoke to the tenant about the issue, he reportedly, “sighed,” let the officers in, and said she was in a bathroom. The tenant knocked on the bathroom door, McKenna opened it, and the officer “immediately recognized” her “from numerous previous law enforcement interactions,” affidavit. She also had several active warrants, the report said. McKenna was requested to get dressed and was arrested. The report said the officer thought Elliott, who also had outstanding warrants, was also in the apartment since he knew she was often around Marshall. The tenant then said, “Vicky, come out, the police are here,” the affidavit said. The officer walked into the room and saw a pair of legs sticking out from underneath a tablecloth on a small coffee table, the officer wrote. Elliott revealed herself and said she knew she had warrants, the affidavit stated. The on-duty watch commander confirmed the warrants for both Marshall and Elliott, the report said. The officer said there was a loaded uncapped hypodermic needle on a small end table about a foot from where Elliott was hiding. The officer took her aside, gave her her Miranda rights, and asked about the needle, the report said. When asked about what was in the needle, Elliott “did not immediately answer me,” the report said. When asked if it was fentanyl, she stated it was, the officer wrote. “Victoria then stated that this was hers and she was getting ready to use it,” the affidavit said. Elliott and Marshall were placed under arrest. A pat down of Elliott also revealed a small pink plastic baggie in her pocket that was believed to be methamphetamine, the report said.
Esther Ntumba Mbombo, born 1980, of Concord was arrested at 1:58 p.m. on Nov. 25 on simple assault and resisting arrest or detention charges after an incident or investigation on Pleasant Street.
Neil Ryan Corson, 41, of Concord was arrested at 9:19 a.m. on Nov. 25 on a criminal trespass charge after an incident or investigation at Speedway at 15 Hall St.
Robert Paul Gallant, 60, of Gilmantown Ironworks was arrested on a bench warrant at 2:30 p.m. on Nov. 24 after an incident or investigation at the Bank of New Hampshire at 167 N. Main St.
