Concord Man Arrested On Threat, Assault Charges Twice In 4 Hours: Log

Plus: Florida man faces indecent exposure and lewdness charge; homeless man accused of trying to cash fraudulent $6K check; warrant arrests.

CONCORD, NH — Franklin P. Weisberg, born 1979, of Concord was arrested at 7:08 p.m. on July 15, 2023, on criminal threatening, criminal mischief, and three simple assault charges. He was arrested after an incident on Second Street. Weisberg was arrested again at 11:03 p.m. on criminal threatening, simple assault, and breach of bail charges. He was arrested after an incident on Second Street.

Christopher T. Willott, 31, of Concord received a summons at 9:55 p.m. on July 15 on a driving after revocation or subsequent charge after an incident at 4 Hall St.

Daniel Gagnon, born 1951, of Dade City, Florida, was arrested at 3:19 p.m. on July 15 on an indecent exposure and lewdness charge. He was arrested after an incident at Pizzeria Uno’s on 15 Fort Eddy Road.

Kevin C. Lightfoot, born 1972, of Wrentham, Massachusetts, was arrested at 1:30 a.m. on July 15 on simple assault and domestic violence-simple assault charges. He was arrested after an incident at 15 Hall St.

Omar Hutchinson, 30, of Concord was arrested at 10:12 p.m. July 14 on three bench warrants. Also arrested was Donna M. Gove, 47, of Concord on a bench warrant. They was arrested after an incident at Target on D’Amante Drive.

Scott J. Bullock, 38, a homeless man now located in Concord, was arrested on five bench warrants at 4:45 p.m. on July 14 as well as a felony possession of a controlled drug charge. An officer on Loudon Road on a “proactive patrol” saw a man on a bicycle he recognized to be Bullock, a report said. The week before, the officer said, they found property that belonged to him, an ID, and knew he had warrants, too. The officer stopped to speak with him, confirmed the ID, and confirmed who he was via a booking photo. Dispatch also confirmed the five active warrants and he was arrested. A pat down was conducted by a detective who found a small silver canister in his jacket pocket, an affidavit said. Inside was a clear baggie with a crystal-like substance consistent with crystal methamphetamine, that came back field test positive, too, the report said. After being read his Miranda rights, Bullock was asked about the drugs and he was accused of saying he found the canister in a parking lot and did not know there were drugs in it.

Jesse L. Cleasby, 37, of Concord was arrested on a bench warrant at 9:16 a.m. on July 14 after an incident under the Hannah Dustin Bridge and River Road in Boscawen.

David T. Swett, born 1964, of Concord was arrested at 8:54 a.m. on July 14 on a stalking charge. He was arrested after an incident at the Concord Homeless Resource Center on North Main Street.

Eric D. Lassonde, 31, of homeless man now living in Concord, was arrested at 12:36 p.m. on July 11 on a felony issuing bad checks-$1,501+ or two priors. An officer was sent to TD Bank on Sheep Davis Road for a report of a man, who was still in the bank, attempting to cash a fraudulent check for $6,264.33. The officer spoke to Lassonde who said he received the check from three men he did not know, the report said. The men, he was accused of saying, told him he was unable to cash the check because they did not have valid IDs. A second officer spoke to employees and took statements. One employee claimed Lassonde “seemed nervous” and said the money for was a landscaping job, which prompted the employee to call over another employee, the report said. The second employee noticed “a misspelling on the check” — “238 N MSIN ST,” the location of the Concord Homeless Resource Center. They called the company, CSI Transport LLC, who denied Lassonde worked there, according to an affidavit. A third employee also noted that Lassonde “looked nervous” and “seemed to be in a rush,” the report said. Lassonde was then arrested.

Corissa L. Markham, 51, a homeless woman now located in Concord, was arrested at 8:25 p.m. on June 26 on a felony possession of a controlled drug charge. Officers were sent to the 7-Eleven on South Main Street for a report of a disturbance involving Markham and another woman in the parking lot. The women were separated and questioned. Markham was found to have an electronic bench warrant out of Plymouth on a criminal trespass charge, $500 cash bail. The officer said she did not have the money and no way to obtain the money, so she was arrested. During a pat down, a baggie of methamphetamine was found between the two bras she was wearing, an affidavit said. She was then taken to the Merrimack County Jail.
