Accused Of Screaming About Killing People, Man Arrested For Resisting: Concord Police Log

CONCORD, NH — Silvia Colby-Caron, born 1953, of Concord was arrested at 6:22 p.m. on April 18, 2024, on a driving under the influence charge after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St.

Jillian Moulton, 36, of Belmont received a summons at 8:29 p.m. on April 17 on an unauthorized use charge. She was charged after an incident or investigation at 12 Loudon Road.

Jason J. Noury, 47, of Concord was arrested on a warrant and a bench warrant at 4:36 a.m. on April 8 after an incident or investigation at Concord Hospital at 250 Pleasant St. He was wanted by the Merrimack County Superior Court on a violation of probation charge from March 25 after he pleaded guilty to a felony theft charge in January out of Concord from April 2023. Noury pleaded guilty to the violation and was given an eight month sentence, suspended for two years, with 17 days of time served, on April 24.

Jaramillo Jakelin Chang, born 1961, of Concord received a summons at 2:10 p.m. on April 5 on an operating without a valid license charge after an incident or investigation on Fisherville Road.

Elias J. Morse, born 1994, of Concord received a summons at 8:01 a.m. on April 2 on a bench warrant after an incident or investigation at Concord Hospital at 250 Pleasant St.

Owen Max Carlton, born 2004, of Methuen, Massachusetts, was arrested at 11:21 p.m. on March 30 on a criminal trespass charge after an incident or investigation at the Steeplegate Mall at 270 Loudon Road.

Brittany L. Hanson, 38, of Northfield received a summons at 4:27 a.m. on March 28 on a conduct after an accident charge and a following too closely violation at 21 Hall St.

Fangqun Zhong, 38, a Chinese national, was arrested at 10:44 a.m. on March 26 on a felony theft by unauthorized taking-$1,501-plus charge. Also charged was Guoxin Zheng, 46, a Chinese national, on a felony theft by unauthorized taking-$1,501-plus charge. They were arrested after an incident or investigation at the Hotel Concord at 11 S. Main St. Zheng and Zhong were boundover from Concord District Court to Merrimack County Superior Court. Mandarin interpreters were hired to assist with the case, according to court records. They are being held on $500,000 cash bail and are back in court on July 22 for a dispositional conference hearing. Klaus P. Lindpaintner, born 1955, of Concord was arrested at 8:41 p.m. on March 20 on a theft by unauthorized taking-less than $1,000 charge after an incident or investigation at Hannaford Supermarket at 73 Fort Eddy Road.

Garrett Rogenski, born 1994, of Concord received a summons on a bench warrant at 3:52 p.m. on March 19 after an incident or investigation at Home Depot at 42 D’Amante Drive.

Jesse E. Pickard Jr., 36, of Concord was arrested at 3 p.m. on March 19 on a theft by unauthorized taking charge, a felony due to two prior convictions, after an incident or investigation at Hannaford supermarket at 73 Fort Eddy Road. He has several active cases, including felony drug possession charges in Laconia from June, July, and August 2023, felony duty to report charges out of Laconia from May and June 2023, and felony subsequent sex offender registration and felon in possession of a dangerous weapon from Laconia in December 2023. Pickard is a sex offender due to two prior convictions for felonious sexual assault on a child over the age of 13, less than the age of 16, with an age difference of more than four years.

Shaun Danny McCall, 44, a homeless man now located in Concord, was arrested at 1:01 a.m. on March 19 on a resisting arrest or detention charge. Police were sent to the area of 61 S. Main St. for a report of a man with a backpack walking north, screaming he was going to kill people, according to an affidavit. An officer found the subject, who matched the description, and stopped to talk to him. The man, later identified as McCall, “began to incoherently scream at me in an aggressive manner,” a report stated. His hand was in his jacket pocket, so the officer backed up a bit, the report said. The officer asked McCall to remove his hand from his pocket, but he refused and continued to yell, the report stated. He accused McCall of smelling like alcohol and then, walking away. The officer told him to stop, but he refused, the report said. A second officer arrived, and his hand was removed from his pocket to ensure he was not carrying a weapon and then attempted to handcuff him, the affidavit said. McCall was accused of dropping to the ground while he also showed signs of being “visibly intoxicated,” the officer wrote. “Shaun continued to yell at me and be hostile while not making sense and slurring his words, indicative of alcohol impairment,” the officer wrote. The officers picked up McCall, cuffed him, and he was charged with resisting arrest.

Elizabeth Brittany Martin, born 1986, of Concord received a summons at 7:25 p.m. on March 18 on an operating without a valid license charge as well as an uninspected vehicle and unregistered vehicle violations after an incident or investigation on 114 Fisherville Road.
