Tilton man charged with DUI again; elderly man arrested again on revocation charge; man faces stalking, breach charges at apartment complex.

CONCORD, NH — Donald R. Beaudoin, born 1943, of Concord was arrested at 8 p.m. on Sept. 22, 2023, on driving after revocation or suspension-subsequent and breach of bail charges as well as an unofficial inspection-registration decal violation after an incident at 47 Fisherville Road.

Joshua Williams, born 1989, of Tilton was arrested at 7:46 p.m. on Sept. 22 on driving under the influence-second offense, DUI-second offense-adult more than 0.08; minor more than 0.02, and driving after revocation or suspension charges as well as a traffic control device violation after an incident on Centre Street.

Jazmin M. Donovan, born 1997, of Concord was arrested at 4:40 p.m. on Sept. 22 on a warrant after an incident on D’Amante Drive.

Asende Alinoti, born 1998, of Concord was arrested at 2:42 p.m. on Sept. 14 on stalking and two breach of bail charges after an incident at the Royal Gardens apartment complex.

Sarah Roehl, 36, of Manchester was arrested at 5:52 a.m. on Sept. 14 on a warrant after an incident at Horseshoe Pond Place at 26 Commercial St.

Barbara Sefton, 67, of Plymouth was arrested at 10:45 p.m. on Sept. 13 on a bench warrant after an incident at the Friendly Kitchen at 2 S. Commercial St.

Robert Fitzgerald Ofenloch, 34, of Concord was arrested at 2:50 p.m. on Sept. 13 on a warrant after police headquarters.

Jade E. Markham, 26, of Concord was arrested at 11:03 a.m. on Sept. 13 on a bench warrant. She was arrested after an incident at Walmart at 344 Loudon Road. Markham failed to appear at a dispositional conference hearing in Merrimack County Superior Court on July 27 on acts prohibited and other charges out of Concord from June and September 2022.

Marissa Anderson, 38, of Academy Street in Laconia was arrested at 11:06 a.m. on Aug. 31 on felony drug possession and transport drugs in a motor vehicle charges as well as an uninspected vehicle violation. While on Loudon Road on proactive patrol, an officer saw an uninspected car, which expired a year previous, drive by. The Nissan Sentra was pulled over in the parking lot of a restaurant at 147 Loudon Road. The driver, Anderson, was accused of having “very bloodshot and glossy” eyes with “constricted” pupils while there were unopened beers in the back seat of the car. When asked if she had a license, Anderson said she did not and was going to the NH DMV to get it, a report said. The officer said they could not smell alcohol but noticed a rolled-up paper with white residue in a door pocket handle, an affidavit said, and suspected it was drugs. Anderson was asked if she had been taking drugs and she “explained she snorted fentanyl earlier (that) morning in the bathroom at her work,” an affidavit said. She was asked to perform field sobriety tests, and she agreed, exiting the car, the officer wrote. The officer then accused Anderson of having drugs on her nose. When asked about the drugs, “Anderson grabbed the rolled-up paper and a white substance came out of the paper,” the affidavit said. Anderson passed the field sobriety tests, did not appear impaired, and allowed a consent search of her car, the report said. The officer found a small, tan, rocklike substance, consistent with fentanyl, in the car’s center console, the affidavit stated, and she was arrested. She was arraigned in Merrimack County Superior Court on Sept. 21 and has a dispositional conference hearing booked for Oct. 20.

James M. Barrett, 27, of Brewster Road in Center Barnstead, was arrested at 11:58 a.m. on Aug. 23 on felony falsifying physical evidence, possession of a controlled drug, stalking-domestic violence, and breach of bail charges. An officer at Riverhill Market on Carter Hill Road saw a man in the parking lot walk around to the other side of the store and he appeared to be suspicious. The officer drove over to see what was happening and saw the man standing about three feet from a woman who appeared to be tampering with a motorcycle. The officer said the woman lifted the seat of the motorcycle. Given the recent stolen motorcycle cases, the officer ran the plate and found it belonged to a woman in her early 30s who had suspended driving privileges. An affidavit said she was also a protected party in a domestic case involving the man, identified later as Barrett. The officer checked booking photos and confirmed their identities while accusing Barrett of walking away from the scene. The officer asked him to stop, and he did, about 15 feet from the woman, the report said. “Mr. Barrett said he did not do anything wrong,” the officer wrote. After checking the protection order and finding it was active, Barrett requested not to be arrested but was, the report said. The officer asked the woman to write a statement, and she said she was dropping charges against Barrett, but it could not be done until December, the report said. Barrett was taken to headquarters. During the ride, the reporting officer accused him of “moving around” in the cruiser and “getting sweaty.” After arriving at police headquarters, the officer said Barrett was holding a sock in his hand and he suspected there were drugs inside, the affidavit said. Barrett was placed in a cell, and the officer went back to check his cruiser and found a crystal substance, suspected to be methamphetamine, on the cruiser floor, the report said. After being Mirandized, Barrett admitted to crushing 7 grams of meth on the floor of the cruiser, an affidavit said. Barrett has a dispositional conference hearing in Merrimack County Superior Court booked for Nov. 1. According to the superior court, Barrett pleaded guilty to a reckless conduct-deadly weapon case in Concord in September 2022, making him a felon. At the time of the arrest at Riverhill Market, he was out on probation after receiving a three-year suspended sentence on the gun charge. He now faces a violation of probation charge in that case.
