Funny Money For Ciggies Leads To Felony Charge: Concord Police Log
Second-degree assault charges on Elm Street; man charged on 2nd DWI after crash; Loudon man faces disorderly, trespass charges at hospital.

CONCORD, NH — Haleen Ann Buonano, 45, a homeless woman now located in Concord, was arrested at 1:45 p.m. on March 19 on a willful concealment charge after an incident at Walmart on Loudon Road. She was also charged with theft by deception, a felony due to two prior thefts, and a forgery charge after an incident at Milano’s Mini Market on Broadway after an incident on Feb. 5. According to police, an employee accused a woman of trying to pass fake money at the Milano's for a pack of cigarettes. The clerk said the woman, later identified by police as Buonano, placed “what appeared to be three $1 bills” and some pennies from several plastic bags on the counter and then, “was in a hurry” to leave, a report said. She was accused of “quickly walking” out of the store. The clerk said the bills looked fake and then used a money detector pen to confirm they were fake, an affidavit said. She then called the police. The officer eyed the bills and observed issues, including serial numbers not marked with the correct ink colors and the ink from the pen not matching the bill. The officer then eyed video surveillance footage from the store, matched tattoos to Buonano, and issued a warrant against her. The affidavit noted that Buonano’s prior convictions included theft and receiving stolen property out of Keene in August 2003 and December 2008.
Helmi M. Ryan, 49, of Concord was arrested at 10:54 a.m. on March 19 on a warrant after an incident at 67 S. Main St. The warrant was due to her failure to appear at a review hearing on March 8 on criminal trespass and drug possession charges in Merrimack County Superior Court. Ryan has a dispositional conference on May 5.
Matthew Haddock, 22, of Concord was arrested at 9:53 a.m. on March 19 on felony second-degree assault-strangulation and felony second-degree assault-strangulation-domestic violence as well as simple assault and domestic violence-simple assault charges. He was arrested after an incident on Elm Street.

Robert Michael Dalton, 30, of Loudon was arrested at 9:16 a.m. on March 19 on disorderly conduct and criminal trespass charges after an incident at the Concord Hospital emergency room waiting area.
Ronald W. Smart, born 1980, of Concord was arrested at 3:40 p.m. on March 18 on a bench warrant after an incident on Pleasant Street.

Elias A. Dodson, born 1999, of Concord was arrested at 12:38 p.m. on March 18 on driving while intoxicated-second offense and conduct after an accident charges after an incident on Washington Street in Penacook.
Nicholas Fletcher, 22, of Concord was arrested at 9:40 a.m. on March 18 on five bench warrants after an incident at Granite State College on Hall Street. He was wanted on a probation violation after a drug conviction in June 2021.
Kyme Locke, 48, of Concord was arrested at 9 a.m. on March 18 on a bench warrant at police headquarters.
Kathy L. Abrams, 62, of Penacook was arrested at 7:47 a.m. on March 18 on stalking and violation of a protective order charges. She was arrested after an incident at Penacook Landing on Canal Street.
Stephanie M. Rossi, born 1985, of Penacook was cited at 2:14 a.m. on March 18 on a driving after revocation or suspension-subsequent charge after an incident at 15 Hall St.
Kevin M. Seaver, 58, a homeless man now located in Concord, was arrested on felony controlled drug possession charge as well as criminal trespass and resisting arrest or detention charges. Police were sent to Green Street for a report of a burglary and a man “ransacking” an apartment. The officers arrived and found out from a person in the building that the man was in a bathroom. They yelled into the apartment, ordering anyone to come out, but no one did. Another officer and a sergeant showed up and began to clear the apartment. They made their way to the bathroom, taking lethal positions, and inside, found Seaver, an affidavit said. Once they realized he was unarmed, an officer and a sergeant grabbed hold of him, pulled him out of the bathroom, and placed him in handcuffs, the report said. Inside the bathroom, according to the affidavit, an officer found a used needle, burnt spoon, a plastic bag with drug residue, and a small scale. The reporting officer wrote the residue field-tested to be methamphetamine. During questioning, Seaver “changed his story numerous times” about why and how long he was in the apartment. When asked about the drug paraphernalia, he said he did not know but backtracked later and said there was no paraphernalia in the bathroom, the report said. The reporting officer said Seaver had been trespassed from the building by the Concord Housing Authority a few weeks before.
