Man Accused Of Strangling Woman, Biting Cop: Court Indictments

Felon faces weapon, strangulation charges; Concord, Webster, Fremont men indicted on drug charges; Londonderry man faces gun threat charge.

CONCORD, NH — The following people were indicted recently in Merrimack County Superior Court.

Joseph Donisi, 42, of Franklin Pierce Drive in Webster on four felony counts of controlled drug act; acts prohibited as well as reckless driving and stop sign; yield signs charges. He was accused of possessing methamphetamine in a metal cylinder and meth in a pill crusher on June 25, 2020, in Webster and meth in a glass pipe and pill bottle on March 20, 2020, in Webster. Donisi was also accused of driving 75 mph in a 35 zone on Deer Meadow Road and driving through a stop sign his pickup truck.

Arthur A. Foss III, 37, of an unknown address in Concord on three felony counts of sale of a narcotic drug. He was accused of selling fentanyl on Dec. 5, Dec. 10, 2019, and Jan. 3, 2020, while in the area of 296 S. Main St. in Concord.

Jason A. Furnari, 40, of Franklin, incarcerated at the time of the indictment, on second-degree assault-strangulation, domestic violence-criminal threatening, felon in possession-knife, two counts of reckless conduct-domestic violence, and domestic violence charges. He was accused of strangling a woman, grabbing the wheel of a vehicle while the woman was driving, threatening murder-suicide against her, and threatening to rape and dismember her on Nov. 3, 2020, in Northfield.

Michael Grass, 35, of Pembroke Street in Pembroke on escape, assault by prisoners, and two felony theft charges. He is accused of grabbing a corrections officer's neck and threatening him with a pencil. Grass is also accused of stealing merchandise from Target in Concord on Nov. 7, 2020, and a scooter from a Concord man on Nov. 30, 2020. Twice before, according to the indictment, he was convicted of theft.

Ludwig Haken, 36, of Oak Drive in Londonderry on a felony criminal threatening charge. He was accused of grabbing his firearm out of its holster and kicking the mirror of another man's vehicle in Hooksett on Sept. 12, 2020.

Randall Hamilton, 30, of North Road in Fremont on a felony theft by unauthorized taking charge from Dick's Sporting Goods in Concord on Aug. 21, 2020, and possession of fentanyl on Nov. 19, 2020, on North State Street in Concord. Twice before he has been convicted on theft charges and was convicted on a drug charge in Candia District Court in June 2017.

Matthew Harrington, 23, of Forrest Street in East Hampstead on a felony possession of a controlled drug act; acts prohibited charge-mushrooms on Oct. 4, 2020, in Henniker.

Jessica Harvey, 32, of Belmont Street in Manchester on three controlled drug act; acts prohibited charges-MDMA, hydrocodone, and Valium on July 18, 2020, in Bow.

Javier Hernandez, 36, of Pine Street in Manchester on a felony second-degree assault-domestic violence and simple assault charges. He was accused of strangling a woman, biting a police officer, and attempting to bite a detective on Nov. 23, 2020, in Allenstown.

Amy B. Higgins, 42, with a last known address of Pleasant Street in Concord on possession of fentanyl and two felony theft by unauthorized taking charges. She was accused of stealing items from Target on D'Amante Drive in Concord on Nov. 6, 2020, and Cumberland Farms on North Main Street in Concord on Nov. 2, 2020. The drug charge was Oct. 23, 2020, on North Main Street in Concord.
