CONCORD, NH — Jay L. Neeper Jr., born in 1966, of Concord, was arrested at 8:01 p.m. on Feb. 12, 2026, on a sex offender registration; knowing failure to comply charge. According to the state of New Hampshire, Neeper is a sex offender due to an aggravated felonious sexual assault charge in October 2008.

Megan Ryan Champagne, born in 1986, of Concord, was arrested at 9:55 a.m. on Feb. 12 on a theft by deception charge, a felony, due to two prior convictions, after an incident or investigation at the Target at 80 D’Amante Drive.

Ashton Everrett Garland, born in 1991, of Concord, was arrested at 11:03 a.m. on Feb. 9 on a possession of a controlled drug charge after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St.

John Ratchford, born in 1981, of Pittsfield, was arrested at 9:37 p.m. on Feb. 8 on criminal mischief, simple assault, domestic violence-simple assault, obstruct report of a crime-injury, and domestic violence-obstruct report of a crime-injury charges. David John Ward, born in 1985, of Concord, was arrested at 4:20 p.m. on Feb. 7 on a bench warrant after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St.
