Webster Man Arrested On Strangulation, Imprisonment, Other Charges: Concord Police Log

Perp with priors arrested on prowling, other charges; false imprisonment on Woodbine Ave; threats on Winsor Avenue; pair face theft charges.

CONCORD, NH — Benjamin Henderik Valk, 37, of Concord was arrested at 6:55 p.m. on April 9, 2024, on violation of a protective order and stalking charges. He was arrested after an incident or investigation in Penacook.

David L. Josselyn, born 1988, of Concord was arrested at 6:03 p.m. on April 5 on a warrant after an incident or investigation at the New Hampshire Liquor and Wine Outlet at 80 Storrs St.

Valerie E. Fredette, 39, a homeless woman now located in Concord, was arrested on a warrant at 9:18 p.m. on April 4, as well as criminal trespass and two felony possession of controlled drug charges. An officer, driving through the parking lot of the Friendly Soup Kitchen at 2 S. Commercial St., saw a person who appeared to be opening and closing the lids to dumpsters on the southern end of the property, according to an affidavit. The officer recognized the woman as Fredette from “prior police contacts,” they wrote. While approaching her, Fredette told the officer she was fixing the dumpsters, the report stated. A check found she had a no-bail warrant for failing to appear in Merrimack County Superior Court on several charges, including burglary, assault, drug sale and-or possession, resisting, and trespass from incidents in Concord. Dispatch also told the officer she was trespassed from the Friendly Kitchen, too, and had been since August 2023 when she was accused of threatening to torch the facility. Fredette was placed in handcuffs, but during a search of a purse that was strung around her neck, a piece of tin foil, with a clump of tan powder believed to be fentanyl, was found in a pocket, the affidavit said. The officer also accused Fredette of possessing a clear, crystal-like substance in a glass vial believed to be methamphetamine. Bail was posted at $1,500 cash. A bail hearing was held on April 10, and the results of a competency evaluation were sealed. Fredette is due back in court on June 12.

Gianna Marie Dicenso, born 2006, of Saugus, Massachusetts, received a summons at 8:47 p.m. on March 22 on a criminal trespass charge after an incident or investigation at the Steeplegate Mall at 270 Loudon Road.

Jason J. Noury, 48, of Concord was arrested at 1:32 p.m. on March 15 on a warrant after an incident or investigation at the Comfort Inn at 71 Hall St. He was accused of violation of probation after pleading guilty to a felony theft charge in January and receiving a 12 month sentence, suspended for three years, with 79 days time served. A capped plea is scheduled for April 24.

Ryan William Bailey, 20, of Concord was arrested at 11:57 a.m. on March 15 on domestic violence-criminal threatening and criminal threatening charges after an incident or investigation on Winsor Avenue.

Kimberly Orantes, born 1976, of Pembroke was arrested at 2 a.m. on March 15 on driving after revocation or suspension and possession of a controlled drug charge as well as a bench warrant after an incident or investigation on Manchester Street.

Sasha Renee Lee, 20, of Concord received a summons at 5:45 p.m. on March 14 on driving after revocation or suspension after an incident or investigation on North State Street and a theft by unauthorized taking-less than $1,000 charge after an incident or investigation at Hannaford supermarket at 73 Fort Eddy Road. Also arrested was Habakku Tarwo, 20, with a last known address of Renarl Avenue in Pembroke on a theft by unauthorized taking-less than $1,000 charge after an incident or investigation at Hannaford supermarket at 73 Fort Eddy Road. After being arrested, Tarwo was also charged with 16 burglary, riot, witness tampering, falsifying physical evidence, and felonious use of a firearm charges connected to a home invasion on Hanover Street.
