Franklin Man Indicted For Burning A Child With Cigarettes: County Superior Court Roundup
Plus: Allenstown man indicted on strangling, assault against cops charges; thieves indicted on more theft charges; Concord drug indictments.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.
Richard Fortier, 35, of Downing Street in Concord on a felony possession of a controlled drug-subsequent-methamphetamine charges on Nov. 8. 2023, in Concord. According to the indictment, he was previously convicted in Concord District Court in September 2007.
Noah Fournier, 41, of Carpenter Street in Manchester on a felony theft by deception charge. He was accused of obtaining unauthorized control of merchandise from Lowe’s by selecting merchandise and then attempting to return it for cash on Aug. 23, 2023, in Concord. Twice before, Fournier has been convicted on theft charges.

Scott K. Fowley, 58, of Canal Street in Allenstown on two felony second-degree assault-domestic violence and four simple assault on law enforcement-extended term of imprisonment charges. He was accused of strangling an intimate partner twice and assaulting Allenstown and Hooksett police officers on Oct. 10, 2023, in Allenstown.
Frankie J. Turner, 37, of Maple Street in Center Barnstead on two felony theft by unauthorized taking charges. He was accused of stealing merchandise from Walmart in Concord on July 30, and Aug. 1, 2023. Twice before, according to the indictment, Turner was convicted of theft charges in Concord District Court in November 2016 and Merrimack County Superior Court in August 2017.

Samuel P. Vachon, 32, of Memorial Street in Franklin on reckless conduct and three reckless conduct-deadly weapon charges, all felonies. He was accused of placing others in danger with a motor vehicle in Henniker on Aug. 28, 2023, and by driving at a Hillsborough police cruiser, a Henniker police cruiser, and a New Hampshire State Police trooper in Contoocook.
Jacob M. Vader, 27, of Gilman Street in Franklin on a felony aggravated driving while intoxicated charge. He was accused of riding a 2003 Harley-Davidson while intoxicated and causing a collision with injury on July 24, 2023, in Franklin.
Jonathan P. Vertigans, 39, of Franklin, incarcerated in the Merrimack County House of Corrections at the time of the indictment, on three felony second-degree assault charges. He was accused of burning a child under 13 with a cigarette on their arms and legs three times between June 1 and Aug. 31, 2023, in Franklin.
Joseph K. Waniski, 23, of Abbott Road in Concord on a felony falsifying physical evidence charge. He was accused of hiding suspected marijuana during a traffic stop by Concord police to impair an investigation on Nov. 13, 2023.
Elwin Weeks, 30, of Land Cruiser Drive in Sullivan on three felony nonconsensual dissemination of private sexual images charges. Between Oct. 5 and Oct. 11, 2023, in Webster, he was accused of three times, sharing photos of the intimate parts of another person with the intent of harassing, intimidating, threatening, or coercing the other person.
Alexander J. Whitehead, 26, of Hooksett Road in Hooksett on a felony possession of MDMA charge on Nov. 18, 2023, in Concord.
Robert C. Young, 55, of Concord, incarcerated at the New Hampshire State Prison for Men at the time of the indictment, on a felony possession of meth charges on Sept. 24, 2023, in Franklin.
