Car Dealer Arrested On Public Records Tampering Charge: NHSP Roundup

CONCORD, NH — A man from Massachusetts was arrested last week accused of attempting to obtain a title while using fraudulent documents.

State police arrested Joel Peniagua, 35, of Lawrence, MA, on Sept. 18 on a tampering with public records or information charge.

At the Manchester Division of Motor Vehicles on March 22, troopers were called after an employee suspected Paniagua was attempting to submit fraudulent documents to obtain a motor vehicle title during a salvage inspection. He is the owner of Henriquez Auto Sales of Salem. After an investigation, a warrant was issued for his arrest.

“A salvage inspection is conducted on vehicles that have been classified as a total loss by an insurance company and have subsequently been repaired,” Amber Lagace, a public information officer for state police, said. “Upon completion of such inspection, a decal is affixed to the vehicle denoting that it is salvaged, and a new title is issued by the division of motor vehicles.”

Peniagua is due in Manchester District Court on Oct. 16.

Saturation Patrol Yields 8 Arrests

Troopers from Troop D, along with Nashua police, held a saturation patrol on the Everett Turnpike on Sept. 15.

Lagace said the officers stopped 83 vehicles and arrested eight on various charges.

“Three of these operators were traveling over 105 mph, with one of the arrests involving minor children accompanying the driver,” she said.

Arrested were:

David Goodall, 25, of Chelmsford, Massachusetts, on a driving while intoxicated charge.

Jonathan Velez, 40, of Bedford on aggravated driving while intoxicated and reckless driving charges.

Vivian Vargas, 27, of Nashua on reckless driving and endangering the welfare of a child charges.

A juvenile from Nashua was arrested on a driving without a license charge.

Cory Larochelle, 33, of Lowell, MA, was charged with reckless driving.

Juan Padilla Escobar, 20, of Nashua was charged with driving without a license.

Valentina Pikulik, 26, of Manchester was arrested on aggravated DWI and DWI-subsequent offense charges.

Benedy Abreu, 35, Haverhill, MA, was arrested on a reckless driving charge.

Lagace said state troopers will continue patrolling the Everett Turnpike and other locations in New Hampshire through the end of fall.

Zachary Langmaid, 32, of Danville was arrested at 2:05 a.m. on Sept. 1 on criminal threatening, driving under the influence, disobeying an officer, and resisting arrest or detention charges in Dover.

Andrew Edward Warren, 36, of Dover was arrested at 5:57 p.m. on Aug. 31 on a driving under the influence charge and an open container violation in Milton.

Mitchell S. Fleury, 41, of Hooksett was arrested at 7:49 a.m. on Aug. 31 on driving after revocation or suspension and suspension of vehicle registration charges in Greenland.

Cole Alexander Caesar Alexander Popkin, 20, of Hooksett was arrested at 7:25 p.m. on Aug. 30 on reckless operation and disobeying an officer charges in Exeter.

Ashley R. O’Kane, 32, of Augusta, Maine, was arrested at 10:50 p.m. on driving after revocation or suspension-subsequent charge and a warrant in Greenland.

Nathan A. Carvalho, 24, of Fall River, MA, was arrested at 7:41 p.m. on Aug. 29 on a driving after revocation or suspension charge in Portsmouth.

Jeffrey Willard Cournoyer, 55, of Temple was arrested at 12:52 a.m. on Aug. 28 on criminal mischief and three domestic violence-simple assault charges after an incident in Temple.

She was arrested after an incident in Concord.

Peter Hanley Dempsey, 44, of Blacksburg, Virginia, was arrested at 3:36 p.m. on Sept. 4 on driving under the influence and speeding-25-plus mph over the 65 limit charges in New London.

Nicholas D. Travers, 33, of Nashua was arrested at 9:25 a.m. on Sept. 4 on driving after revocation or suspension, driving after revocation or suspension-subsequent, and speeding-16 to 20 mph over 65 limit charges as well as an unregistered vehicle violation in Merrimack.

Nicholas James Jenkins, 28, of Raymond was arrested at 12:39 a.m. on Sept. 4 on aggravated driving under the influence-attempt to elude police, reckless conduct-deadly weapon, conduct after an accident, and resisting arrest or detention.
