Concord Man Indicted On 3 Child Rape, 13 Image Charges: Court Roundup
Man indicted on several strangulation charges; ME sex offender indicted on NH charge; Pittsfield thief faces new charge; drug indictments.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.
Matthew Raymond, 52, of Lyndon Street in Concord on attempted second-degree assault-strangulation-domestic violence, three second-degree assault-strangulation-domestic violence, and two criminal restraint-domestic violence charges, all felonies. Between Feb. 1 and Feb. 28, 2022, he was accused of strangling an intimate partner, ordering her to not speak, and covering her mouth in Concord. Raymond was also accused of strangulation and ordering the same victim to be quiet between April 1 and April 30, 2022.
David R. Rhinehart, 40, of Country Road in Rapid City, South Dakota, on a felony operating after being certified a habitual offender charge. He was accused of driving on Route 3A in Bow on Sept. 4, 2023, after being deemed a habitual offender by the NH DMV.

Hayley R. Russell, 23, of Thomas Street in Fitchburg, Massachusetts, on possession of fentanyl and possession of cocaine charges, both felonies, in Concord on June 17, 2023.
Paul R. Ryan, 48, of Pleasant Street in Epping on a felony operating after being certified a habitual offender charge. He was accused of driving on Loudon Road in Concord on June 27, 2023, after being deemed a habitual offender by the NH DMV.

Eddie G. Santana, 37, of no fixed address in Biddeford, Maine, on a felony duty to report charge. He was accused of failing to report to New Hampshire State Police about an address change on Feb. 17, 2023. Santana was previously convicted of duty to report in Strafford County Superior Court in October 2021 and is a sex offender due to gross sexual assault and prohibited contact with a person under 14 convictions in Maine.
Matthew G. Sayahi, 32, of New Zealand Drive in Seabrook on a felony stalking charge. He was accused of violating a protective order in Hooksett on Sept. 17, 2023, after previously being convicted of stalking within the last seven years.
Jon P. Schiavone, 50, of Victoria Street in Manchester on a felony theft by unauthorized taking charge. He was accused of stealing between $1,000 and $1,500 worth of merchandise from Target in Concord on May 19, 2023.
Jonathan Scribner, 28, of Park Street in Pittsfield on a felony receiving stolen property charge and breach of bail. He was accused of stealing merchandise from Cumbies in Concord on Sept. 5, 2023, after being convicted on theft charges twice before. Scribner was also out on bail at the time of the incident.
Michael B. Scribner, 45, of Pennacook Street in Manchester on a felony motor vehicles; penalties charge. He was accused of driving in Hooksett on Aug. 28, 2023, after being deemed a habitual offender by the NH DMV.
Jonathan Shaw, 29, of Loudon Road in Concord on endangering the welfare of a child or incompetent, attempted manufacture of sexual abuse images, three aggravated felonious sexual assault, two felonious sexual assault, two tampering with witnesses and informants, six manufacture of child sexual abuse images, and seven possession of child sexual abuse images charges, all felonies. He was accused of raping two girls and fondling one girl, attempting to get one of the girls to withhold information about sexual abuse and posing for pictures without clothes on, and creating and possessing child sexual abuse images. The incidents occurred in Concord between July 1, 2022, and July 8, 2023, as well as Dec. 1 and Dec. 31, 2022. Matthew S. Siwik, 41, of Maple Avenue in Goffstown on a felony motor vehicles; penalties charge. He was accused of driving in Hooksett on Aug. 23, 2023, after being deemed a habitual offender by the NH DMV.
Felicia Anna-Marie Farruggia, 35, of Arch Street in Northfield on a felony controlled drug act; acts prohibited-methadone charge on Sept. 12, 2023, in Concord.
Jason Fencik, 42, a homeless man now located in Concord, on a felony criminal mischief charge. He was accused of causing more than $1,500 worth of damage to a vehicle in Concord on Aug. 18, 2023.
