A Gun, Drugs in the Parking Lot of the Days Inn in Concord: Log

Police: Teen arrested on nine prescription drug counts, Loudon man arrested for DWI, a woman in the Durgin Garage arrested on drug charges.

CONCORD, NH - Alan K. Edwards, 45, pictured, of Pleasant Lane in Warner, was arrested on Feb. 22, 2016, for felony possession of controlled drugs (fentanyl), possession of controlled drugs (marijuana), and carrying a loaded handgun without a license. At just before 3:30 a.m., officers were sent to the Days Inn on South Main Street for a report of a suspicious vehicle – a silver sports car – with a man who “kept coming and going from the area and handing items to a customer who was renting a room at the hotel,” according to a report. They arrived at the scene and spoke to the driver of a Nissan 350Z who reportedly stated he was waiting for a friend to get $20 for gas but was “visibly shaking and was getting more nervous as I continued to question him,” according to the officer. The officers determined that the driver lacked credibility with his story and asked if he had any weapons in the care. The driver was reportedly moving in his seat, back and forth, but reportedly stated that he had a handgun in the vehicle. For officer safety, the driver, later identified as Edwards, was asked to get out of the vehicle and was cuffed. He allegedly admitted to having “some weed and a little bit of heroin” in his sweatshirt, according to the report. The officer later allegedly found baggies of marijuana and brown powder, believed to be fentanyl. A loaded 9 mm was allegedly found wedged between the driver’s seat and the center console. Edwards was arrested and arraigned on March 28.

Sara E. Bourke, 29, of Bog Road in Concord, was arrested on March 31, 2016, on two counts of possession of controlled drugs, one a felony, and three counts of possession of prescription drugs without a prescription. An officer patrolling the Durgin Block Parking Garage at just after 9:30 p.m. went to the top level and found a pickup truck parked across two spaces with two individuals inside. As the officer approached the vehicle, he “observed the female passenger quickly lean forward as if attempting to conceal something,” according to a report. The officer allegedly smelled marijuana coming from the vehicle. After asking for registration, the officer allegedly saw a marijuana pipe in the glovebox and asked to see it. It was allegedly warm, according to the report. After speaking with both passengers, Bourke was arrested. A digital scale, 38 Zip-lock bags, two used syringes, five pills (Tradozone, Clonazpam, Gabapentin) and a pipe with burnt residue consistent with methamphetamine, were allegedly found in her purse. She’s due in court on May 2.

Stefan R. Ingerson, 27, of Grove Street in Dover, was arrested on March 30, 2016, on two possession of controlled drugs charges, on a felony, after an alleged incident on Spruce Street in March 21, 2016, reportedly involving a hypodermic needle with heroin residue, a burnt spoon with heroin residue, and a marijuana joint. He was arrested by Dover Police on the Concord warrant after being informed about it by his probation officer. Ingerson is due in court on May 2.

Caitlyn W. Labrie, 21, of Laurel Street in Concord, was arrested on March 29, 2016, for possession of drugs and possession of controlled drugs after a traffic stop on Thorndike Street for a suspended registration. The driver – Labrie – reportedly stated she had been in court earlier in the day and thought everything was straightened out. The officer smelled marijuana from the car and she allegedly gave him a pipe from the center console. She was arrested and is due in court on May 2.

Alyssa J. Roy, 21, of Elm Street in Boscawen, was arrested on March 28, 2016, for driving while intoxicated after a traffic stop for an expired inspection sticker around 8 a.m. in the area of Allen Street in Penacook. “Roy was initially confrontational and then started to laugh,” the officer alleged. Roy allegedly smelled like alcohol – she allegedly admitted to drinking Twisted Teas and mixed drinks the night before in Hillsboro – and was given a field sobriety test. She was later arrested. Roy was arraigned on April 4.

Stephanie L. Mills, 19, of Pleasant Street in Concord, was arrested on March 25, 2016, on a bench warrant for nonappearance in Concord District Court on drug related charges issued on Feb. 25, 2016. She was arrested on north State Street after an officer reportedly observed her following too closely. She’s due in court on April 26.

Garrett V. Beck, 22, of West Salisbury Road in Salisbury, received a summons on March 26, 2016, for theft by deception and theft by unauthorized taking or transfer after alleged incidents at the Walmart on Loudon Road on Jan. 21, 2016. He was served at the Merrimack County House of Corrections, and was arraigned on March 28.

Benjamin M. Berry, 29, a homeless man now located in Concord, was arrested on March 25, 2016, for felony theft from an alleged incident on March 13, 2016, at the New Hampshire Liquor and Wine Outlet. An officer and a sergeant were sent to a possible crash on Storrs Street and while there, the officer noticed Berry and ran a check on him. He had an active warrant and was arrested. He’s due in court on May 2.

Jessica Lizotte, 18, of Carter Street in Concord, was arrested on March 22, 2016, on nine counts of possession of prescription drugs without a prescription and two counts of possession of drugs, one a felony. The charges stem from an alleged incident on Dec. 2, 2015, on I-93 north near Exit 14. The drugs including 60 Lidocaine patches, Amitriptyline, Furosemide, Naproxen, Amphetamie, six Lisinopril, two Amiodarone Hydrochloride, three Ramipil, two Xarelto, four Metroprolol Tartrate, and nine doses of Lansoprazole, as well a glass smoking tube and a bag of straws. She was arrested while officers were patrolling the parking lot of the Morning Start Apartments and ran a check on her. Lizotte is due in court on May 2.

Dean J. Hamel, 25, of School Street in Boscawen, received a summons on March 22, 2016, for driving after revocation after a traffic stop on Village Street for suspended driver. Hamel reportedly stated that his license was suspended for a DWI he was contesting, according to the report. It was suspended on Nov. 3, 2015, for refusal of implied consent law. He’s due in court on April 25.

Shawn J. Osgood, 35, of Paper Hill Road in Loudon, was arrested on March 18, 2016, for driving while intoxicated. At around 1:15 a.m., Osgood was stopped on I-393, for reportedly having a difficult time keeping his vehicle in lanes, according to a police report. A sergeant alleged seeing him nearly strike a Jersey barrier. After a traffic stop, Osgood allegedly smelled like alcohol and reportedly admitted to having “a couple of beers,” according to the report. After a field sobriety test, he was arrested. “While waiting for the bail commissioner and his mother, Osgood fell asleep on the bench sitting up,” the officer alleged. “On several occasions, I observed Osgood swaying while he was asleep and nearly fell off the bench.” He was arraigned on April 4.
