Manslaughter Convict Indicted On Knife Threat Charges In Concord: Superior Court Roundup
Drug dealer indicted for possession; Hooksett man accused of trying to grab cop's gun; Franklin man indicted on meth, fentanyl sale charges.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.
Justin Adams, 43, with a last known address of West Bow Street in Franklin, on a felony possession of a narcotic drug-subsequent-crack cocaine charge on Nov. 2, 2024, in Franklin. Previously, according to the indictment, he was convicted on sale of a narcotic drug in Merrimack County Superior Court in December 2022.
Rafael Estrela Barros, 40, of Province Road in Strafford, on a felony anti-theft laws, offenses, and penalties charge. He was accused of making a false statement on a certificate of title — a signature, on Feb. 23, 2024, in Concord.

Duane Beach Jr., 45, of Tabernacle Street in Rumney, on a felony possession of methamphetamine charge on June 27, 2024, in Bow.
Travis Powers, 41, of West River Road in Hooksett, on a felony taking a firearm from a law enforcement officer charge. He was accused of attempting to grab a Hooksett police sergeant’s gun on Dec. 21, 2024.

Christopher Regan, 33, of East Side Drive in Concord, on theft by unauthorized taking and receiving stolen property charges, both felonies. He was accused of stealing an item out of another person’s vehicle on Oct. 21, 2024, in Concord, and retaining items belonging to a different person on Sept. 29, 2024, in Concord. Twice before, according to the indictment, Regan was convicted on theft in July 2012 in Rockingham County Superior Court and theft in Hillsborough County Superior Court North in May 2018.
Christopher Skinner, 29, of Kelley Street in Manchester, on a felony possession of a controlled drug-cocaine, fentanyl, and xylazine mix, on Aug. 1, 2024, in Hooksett.

Connor Smith, 30, of Shoreline Drive in Boscawen, on a felony felonious sexual assault charge. He was accused of raping a boy between March 1 and Nov. 9, 2023, in Boscawen.
Deshon J. Stone-Davis, 30, a homeless man now located in Concord, on a felony controlled drug act; acts prohibited-fentanyl charge on Oct. 28, 2023, in Hooksett. Previously, according to the indictment, he was convicted on a possession charge in Merrimack County Superior Court in December 2019.
Paul M. Taylor, 52, of River Street in Franklin, on possession of cocaine, sale of fentanyl, sale of cocaine, and sale of meth charges, all felonies. He sold fentanyl on July 18, 2024, in the area of Central Street in Franklin; sold cocaine in the area of Central Street in Franklin on Aug. 13, 2024; sold meth in the area of Memorial Street in Franklin on Aug. 29, 2024; and possessed cocaine on Sept. 26, 2024, in the area of Central Street in Franklin, according to the indictments.
Payson A. Tracy, 30, of Als Avenue in Allenstown, on a felony controlled drug act; acts prohibited-cocaine charge on Nov. 13, 2024, in Hooksett.
James Tyree, 41, a homeless man now located in Concord, on criminal mischief and reckless conduct-domestic violence charges, both felonies. He was accused of driving into the back of an intimate partner’s vehicle while she was inside on Oct. 30, 2024.
Hank Lee Ussery, 66, of Pleasant Street in Concord, on felon in possession of a deadly weapon, reckless conduct-deadly weapon, two criminal restraint, and three criminal threatening-deadly weapon charges, all felonies. He was accused of chasing and threatening others with a knife, saying, “I’m going to kill you,” “you girls are going to die today,” and “I’m going to make you ugly today,” or words to that effect on Dec. 2, 2024. Ussery is a felon due to a first-degree manslaughter conviction in November 1983 in Oklahoma.
