Concord Man Arrested On Aggravated DUI And DUI Charges: Police Log
Franklin woman arrested on habitual offender charge; man faces stalking, domestic violence, other charges; Boscawen woman charged with DUI.

CONCORD, NH — Justin Wayne Pate, born 1989, of Concord, received a summons at 9:30 a.m. on Nov. 16, 2024, on a bench warrant. He was arrested after an incident or investigation at the Fort Eddy Plaza at 20 Fort Eddy Road.
Gary Kenneson, 42, of Franklin, was arrested at 4:42 a.m. on Nov. 16 on speeding: 1 to 10 mph over the limit of 55 or less, operating with an expired license-subsequent, and motor vehicle not equipped with alcohol interlock device charges. He was arrested after an incident or investigation on Interstate 93 north between the river and I-93. Kenneson was previously arrested in Laconia in April 2023 on habitual offender, drug possession, and interlock device charges. Three months later, he pleaded guilty to the drug charge and received a 12-month sentence and $434 fine, suspended for two years.
Steven Joseph Hamel Jr., 37, of Concord, was arrested on a bench warrant at 3:44 a.m. on Nov. 16 as well as two felony possession of controlled drug charges and a riding on bicycles violation. He was arrested after an incident or investigation on Water Street. Hamel has active cases in superior courts, including acts prohibited, transport drugs, and revocation, from one Concord case in September as well as two drug possession charges out of Concord from a second September case and felon in possession of a firearm, drug possession, and evidence charges in Manchester from September

Keagan Andrews Jr., born 2001, of Concord, was arrested at 12:24 a.m. on Nov. 16 on aggravated driving under the influence-0.16-plus and DUI charges. He was arrested after an incident or investigation at 80 Storrs St.

James Tyree, born 1983, of Concord, was arrested at 7:07 p.m. on Nov. 2, 2024, on stalking, simple assault, domestic violence-simple assault, criminal mischief, and two breach of bail charges. He was arrested after an incident or investigation at Keystone Management at 8 Celtic St.
Roxanne Quaile, 37, of Franklin was arrested at 10:45 a.m. on Nov. 1 on felony operating after certified as a habitual offender, motor vehicle not equipped with interlock device, and two driving after revocation or suspension charges. She was arrested after an incident or investigation at the methadone clinic/Concord Metro Treatment Center at 100 Hall St.
Mesa M. Aupperlee, born 1985, of Northfield, received a summons at 11:52 a.m. on Oct. 20 on a conduct after an accident charge as well as an improper backing-interstate violation after an incident or investigation at Dunkin’ Donuts at 101 Loudon Road.
Francis A. Coughlin, born 1961, of Concord, received a summons at 11:05 a.m. on Oct. 20 on a bench warrant after an incident or investigation on Pitman Street.
Cleopatra L. Strickland, born 1969, of Boscawen, was arrested at 10:27 p.m. on Oct. 19 on driving under the influence, simple assault, and resisting arrest or detention charges after an incident or investigation on Fisherville Road.
Rachelle L. Smith, 35, of Concord, was arrested at 12:25 p.m. on Oct. 19 on a bench warrant after an incident or investigation at Merrimack County Savings Bank at 15 Village St.
Eric Mandigo, 43, of Concord, was arrested at 11:35 a.m. on Oct. 19 on a bench warrant after an incident or investigation at Memorial Field at 70 S. Fruit St.
