Concord Man Indicted On Negligent Homicide, Manslaughter Charges: Merrimack County Superior Court Indictments
Plus: Homeless man accused of spitting in corrections officer's face; Derry, Northfield stalkers indicted on new charges; drug indictments.
CONCORD, NH — A grand jury in Merrimack County recently indicted the individuals listed below.
Artem Komissarov, 38, of Alice Drive in Concord, on manslaughter, negligent homicide, second-degree assault, and reckless conduct charges, all felonies. He was accused of killing Jason Paquette while backing up a car and running him over while he was on foot on June 24, 2025, in Pittsfield.
Kelvin B. Lewis, 35, a member of Concord’s unhoused community, on a felony assault by prisoners charge. He was accused of spitting in the face of a corrections officer on Sept. 14, 2025, while incarcerated in the New Hampshire State Prison for Men in Concord.

Paul Lowe, 39, of Northfield or Tilton at the time of the indictment, on five felony domestic violence-stalking charges with a prior conviction. He was accused of violating a domestic violence criminal order of protection on Feb. 23, April 22, May 16, May 26, and May 28 in Northfield, by entering a property on Granite Street, walking within 300 feet of the protected party’s residence, and communicating with the protected party over social media. Lowe was previously convicted of stalking in Franklin District Court in September 2021.
Jason J. McGill, 44, a homeless man now located in Concord, on a felony count of controlled drug act; acts prohibited-subsequent-methamphetamine in Concord on March 8. Previously, according to the indictment, he was convicted on a drug charge in Merrimack County Superior Court in June 2025.

Richard S. McPherson, 52, of Elizabeth Drive in Webster, on a felony count of possession of a narcotic drug-crack cocaine on July 25, 2025, in Hooksett.

Kristen L. Macrae, 35, of Pittsfield, incarcerated at the Merrimack County Jail at the time of the indictment, on three felony counts of controlled drug act; acts prohibited-meth, fentanyl, and cocaine, on May 6 in Concord.
Justin G. Martin, 39, of Croteau Court in Manchester, on a felony count of possession of a narcotic drug-subsequent-fentanyl on Sept. 23, 2024, in Hooksett. Previously, according to the indictment, he was convicted on a drug charge in Merrimack County Superior Court in February 2024.
Mark S. Maynard, 49, of Suncook Valley Road in Chichester, on six counts of issuing bad checks and 10 counts of theft by deception, all felonies. He was accused of writing several bad checks to Capital City Kia and S&W Sports, both of Concord, in December 2025 to obtain bikes, skiing, ski boots, and snowboarding equipment, as well as car parts, without sufficient funds in his checking account. Patrick Mills, 49, of Magnolia Lane in Derry, on a felony stalking-subsequent charge. He was accused of coming within 300 feet of a protected party in Concord on April 26. Previously, according to the indictment, Mills was convicted of stalking in Nashua District Court in October 2025.
Michael R. Noel, 45, of Village Circle in Manchester, on four felony counts of aggravated felonious sexual assault-domestic violence. He was accused of raping an intimate partner in Epsom on or about Oct. 24, 2024, and between Jan. 1 and Oct. 24, 2024, in Epsom.
