Pair With Dozens Of Priors Arrested On Drug Charges, Warrants At Concord Homeless Camp

CONCORD, NH — A pair of homeless campers with dozens of priors each were picked up on drug charges and active warrants after a welfare check requested by another law enforcement agency.
Jackie Marcell Roberts, 24, a homeless man now located in Concord, was arrested at 1:38 a.m. on May 8, 2025, on two warrants and a felony possession of a controlled drug-subsequent charge. Also arrested Kimberly Rose Graham, 37, a homeless woman now located in Concord, on two warrants and a felony possession of a controlled drug charge.
Around 1 a.m., officers were sent to a homeless camp on Black Hill Road for a welfare check of Graham. Hooksett police reached out to Concord for the check after hearing about a possible verbal domestic incident involving her and a man in his early 50s, with whom they had been off with after a motor vehicle stop.

Dispatch told the officers Graham had two active warrants.
The officers found Roberts inside one of the tents and asked him if he knew where Graham was, according to an affidavit.

“He pointed to a corner of the tent,” the report said.
Graham was asked if she was OK and if there were any issues with the man earlier, the report said. However, she denied seeing the man earlier, the affidavit stated. While the officers were speaking with Graham, dispatch confirmed the two felony county no bail warrants for violation of bail conditions. She was then arrested.

During a pat-down search, an officer found a tightly folded piece of tin foil in her jacket pocket containing a light brown powder substance believed to be fentanyl, the affidavit said. The drug count was then added to her charges.
Sometime during the interaction, Roberts was also arrested, but the affidavit did not reveal any details of that arrest.
A Concord District Court judge later found probable cause for the Graham arrest, according to a note in the file. A probation officer stated in court paperwork that Graham, who has been arrested dozens of times, was an active client since October 2024 and “left treatment without completion in February.” She had pending cases in superior court, had “substance misuse issues,” and was currently AWOL, the filing stated.
Graham, according to superior court records, failed to appear at status conference hearings on March 20 on a drug possession charge out of Concord from October 2023 and a fentanyl sale charge out of Concord from January 2024. Graham’s bail was held on preventative detention but released again. A motion to revoke her bail was scheduled for May 20 and a warrant issued for her arrest. Graham has a dispositional conference hearing booked for June 2 for both charges.
Graham is due back in Concord District Court on June 9 for a probable cause hearing.
Roberts, who has also been arrested dozens of times since becoming an adult almost seven years ago, was wanted on a bail hearing warrant after failing to appear in recovery court after pleading guilty to a criminal liability theft charge out of Concord in October 2023 and a theft charge out of Concord in November 2023. On Oct. 30, 2024, he received a two one-to-three-year prison sentences, both suspended for five years, with $300 in restitution required for Northeast Electric. He was held on preventative detention on May 9. He is due back in court for a status conference regarding his probation violation on June 16.
Roberts was also sentenced on Oct. 30, 2024, to 12 months in jail and a $434 fine on a felony drug sale charge, both suspended for three years, with 87 days of time served.
