Webster Child Rapist Faces More Charges: County Court Roundup

Woman indicted on drug dispense, possess charges; Concord man faces stolen car, drug, weapon charges; Mass. man indicted on robbery charge.

CONCORD, NH — The following people were indicted recently in Merrimack County Superior Court.

Warren L. Doucette, 41, of North Main Street in Concord on a felony operating as a habitual offender charge. He was accused by police of driving on Market Drive in Hooksett on Aug. 12, 2021.

Loretta Doxter, 44, of Central Street in Franklin on a felony receiving stolen property charge. She was accused by police of retaining a Franklin Savings Bank check, owned by another, and knowing that it had probably been stolen on Sept. 28, 2021, in Franklin. Twice before, according to the indictment, she has been convicted on theft charges.

Kevin Drown, 41, incarcerated at the time of the incident, on two aggravated felonious sexual assault-domestic violence charges, both felonies. He was accused by police of sexually assaulting and fondling a child between Sept. 1, 2010, and June 15, 2011, in Webster. He was convicted on sexual assault charges in 2016.

Jordan Dunne, 25, of Bible Hill Road in Warner on habitual offender and controlled drug act; acts prohibited-fentanyl charges, both felonies. He was accused by police of driving on Nichols Mill Lane in Warner on Dec. 11, 2021, and being in possession of the drug in Concord on Oct. 26, 2021.

Jessica Duplak, 28, a homeless woman now located in Concord, on a controlled drug act; acts prohibited-fentanyl charge on July 18, 2021, in Concord.

Megan Douillette, 42, a homeless woman now located in Concord, on possession of alprazolam with intent to dispense-subsequent while out on bail, possession of buprenorphine-subsequent while out on bail, possession of methamphetamine-subsequent while out on bail, possession of alprazolam-subsequent while out on bail, and possession of meth with intent to dispense-subsequent while out on bail charges, all felonies, on Aug. 9, 2021, in Concord.

Brian Hardwick, 33, of Pine Glen Road in Hillsboro on a felony theft by deception charge. He was accused by police of obtaining $612.50 from a South End condo association to perform repairs but then refused to complete the job on Sept. 15, 2021, in Concord. Twice before, according to the indictment, he has been convicted on theft charges in Belknap and Merrimack counties.

David Higgins, 30, a homeless man now located in Concord, on a felony reckless conduct charge. He was accused by police of pulling a knife on another person and saying, “I’m going to stab you,” or words to that effect on North Main Street in Concord on Dec. 28, 2021. Lewis D. Jenna Jr., 41, of Hall Street in Concord on possession of meth, convicted felons, and receiving stolen property charges, all felonies. He was accused by police of taking another person’s car, possessing metallic knuckles, and meth on July 31, 2021, in Concord. Derek J. Bryan, 40, of Ferry Street in Grafton, Massachusetts, on a felony robbery charge. He was accused by police of using physical force to rob Dunkin’ Donuts in Henniker on Jan. 18.

Nathan Chernis, 31, of Rush Road in Henniker on a felony controlled drug act; acts prohibited-meth charge on Dec. 14, 2021, in Henniker.
