Concord Man Faces Felony Stolen Property, Resisting, And Other Charges

CONCORD, NH — A Concord Heights man, with dozens of prior arrests as well as plea deals helping him evade felony charges, is facing new charges after being accused of stealing a car at a Loudon Road diner.

Around 2 a.m. on Dec. 5, 2024, an officer was sent to the Red Arrow Diner at 112 Loudon Road for a report of a vehicle being stolen. The caller said she left the engine on her 2018 Honda Accord running in the parking lot and dashed into the diner to get her food. When she came out, the car was gone.

At the time, heavy snow fell in the city. The reporting officer, who was in the area a few minutes before the call, told the responding officer they saw a black man in a black sweatshirt, blue jeans, and white shoes, walking east on Loudon Road near the diner. The owner of the car also gave the officer similar descriptors of a potential suspect. While patrolling Loudon Road, the reporting officer saw no one else in the area.

The responding officer gave the woman a courtesy ride back to her home, and officers began checking the area for the car.

The reporting officer saw a car matching the description on North Main Street. They pulled a U-turn, caught up with the car, and confirmed the registration was the same as the stolen car. On Bouton Street, the officer stopped the driver. Due to snowy conditions and driving around 5 to 10 miles per hour, the car slid into a telephone pole near a bus stop.

A second officer arrived while the reporting officer drew their firearm, preparing for the felony stop. The driver, identified later as Regis Babu Irumva, 21, of Loudon Road in Concord, was ordered “several times” to exit the vehicle, but he reportedly refused.

“I would yell to the driver to shut the vehicle off, and I could see the driver looking around and looking back at me,” the officer wrote. “The vehicle’s reverse lights came on and reversed off the telephone pole and off the sidewalk.”

Irumva was accused of refusing to listen to commands and “actually attempted to drive away and reverse the vehicle again,” the officer wrote. Other officers arrived and an on-duty sergeant instructed them to place tire deflation devices on the rear tires, an affidavit said. After ordering Irumva to shut off the engine of the car several times, he finally complied, the officer said, and put both of his arms up. The report said Irumva was then accused of disregarding other commands and gathering belongings from the car.

Irumva was arrested on felony receiving stolen property-$1,501-plus, driving after revocation or suspension, resisting arrest or detention, and two disobeying an officer charges. The officer noted in the report that, according to his driving history, Irumva did not have an active license, and his privileges were suspended. His most recent active suspensions were for failure to appear in court in July 2024 and failure to pay court fine, reckless operation, and conduct after an accident in September 2024.

Irumva was held without bail and did not enter a plea on Dec. 5, 2024, in Concord District Court. The case was boundover from Concord District Court to Merrimack County Superior Court on Dec. 13, 2024. Irumva is due back in superior court for a dispositional conference hearing on March 6.

During the past four years, Irumva has been arrested or summoned in 32 criminal cases and one civil stalking case in Concord. According to court and police records and posts on Patch, he has been previously charged with felonious sexual assault, indecent exposure-gross lewdness, burglary, domestic violence-criminal threat, disobeying an officer, disorderly conduct, driving after revocation or suspension, simple assault, criminal threatening, criminal mischief, theft, receiving stolen property, driving under the influence, resisting arrest or detention, breach of bail, and warrants as well as driving, possession of tobacco, and possession of alcohol violations.

In August 2024, Irumva was given a plea deal: Two felony burglary, the felonious sexual assault against a child, and other charges were dropped. They were replaced with simple assault, disorderly conduct, resisting arrest, and two criminal trespass charges. Irumva received two six-month sentences, an 11-month sentence, and a $310 fine, all suspended for three years, with good behavior provisions. He was also given 179 days of time-served credit.
