IRS Complaint Filed Against Manufactured Housing Institute (MHI)-Is Accountability Finally Coming?
Evidence-Backed Complaint Submitted to Internal Revenue Service (IRS) Requesting Investigation into the Manufactured Housing Institute (MHI)
"A formal complaint has been submitted to the Internal Revenue Service (IRS) requesting an investigation into the Manufactured Housing Institute (MHI), a 501(c)(6) nonprofit trade group," said Copilot which verified the filing of the complaint in the postscript of the report linked here.
"The complaint alleges that MHI has engaged in a pattern of behavior that contradicts its stated mission and may violate federal tax law.
The complaint, filed by investigative journalist and industry expert L. A. “Tony” Kovach, cites years of documented evidence suggesting that MHI has failed to advocate effectively for the manufactured housing industry and instead appears to serve the interests of a few consolidating corporate members. The letter accuses MHI of:

- Filing misleading IRS Form 990 statements under penalty of perjury
- Failing to enforce key federal laws like the Manufactured Housing Improvement Act of 2000 (MHIA) and Duty to Serve (DTS)

- Suppressing industry growth while benefiting consolidators

Why It Matters
Manufactured housing is widely recognized as one of the most affordable forms of homeownership in America. Yet despite favorable federal laws, the industry continues to underperform—producing less than 30% of the homes it did in 1998. The complaint argues that this stagnation is not accidental but the result of strategic throttling by MHI and its dominant members.

It should be stressed that not all MHI member firms are problematic, but several are, as the report details.
It should also be noted that 'the other' national manufactured housing national trade group has avoided the sorts of controversies that MHI has mired itself in due to apparently problematic or arguably corrupt behavior. While MHI is better known outside of the industry, traffic reports viewed by this writer for MHProNews of the MHARR website compared to reported traffic for MHI reported by SimilarWeb strongly suggests that MHARR gets more traffic. That may be due to higher respect within manufactured housing for their 'watchdog' role.
