Homeless Man Faces Burglary, Assault, Weapon Charges: Concord Cop Log

Concord man, Manchester woman charged with drunken driving; Henniker man faces child endangerment, other charges; drug charge in Penacook.

CONCORD, NH — Jason A. Sisk, 52, of Concord was arrested at 10:10 p.m. on Oct. 10 on a driving after revocation or suspension charge after an incident on Broadway.

Donald R. Charpentier, born 1950, of Concord was arrested at 7:40 p.m. on Oct. 10 on a driving under the influence charge. He was arrested after an incident on Carter Hill Road.

Barbara Sefton, 67, was arrested at 5:48 p.m. on Oct. 9 on three warrants. She was arrested after an incident or investigation at 70 Constitution Avenue. Sefton failed to appear in Merrimack County Superior Court at an arraignment for a felony acts prohibited charge and an uninspected vehicle violation in Concord from September. Her bail was also revoked connected to a Hooksett drug and evidence case from December 2020 after she failed to appear at a pretrial hearing in superior court.

Meagan A. Haney, born 1983, of Pittsfield was cited at 1 p.m. on Oct. 8 on an unofficial inspection-registration decal violation after an incident or investigation on Hoit Road.

Bulambo Dunia, 36, of Concord was arrested at 4:11 p.m. on Oct. 6 on simple assault and resisting arrest or detention charges after an incident at the Morning Star Condominiums at 177 Loudon Road.

Billy J. Leblanc, 49, of Bridge Street in Henniker was arrested at 5:04 p.m. on Oct. 5 on felony second-degree assault-strangulation, endangering welfare of a child, and two simple assault charges. He was arrested after an incident on Hall Street and the parking lot of Spirit Halloween.

Kayla Jae O’Leary, born 2002, of Concord was cited at 4:12 a.m. on Oct. 5 on a receiving stolen property-less than $1,000 charge after an incident at Cumberland Farms at 196 N. Main St.

Jennifer M. Letendre, 47, of Manchester was arrested at 6:45 p.m. on Oct. 4 on a driving while intoxicated charge after an incident on Broadway.

Kenny Joe Robbins, 28, of Concord was arrested on a bench warrant at 2:50 a.m. on Sept. 29 on a felony possession of a controlled drug charge. He was arrested after an incident or investigation at the Penacook Place Apartments on Heartwood Lane.

Larry Davenport, 48, a homeless man now located in Concord, was arrested at 9:42 p.m. on July 28 on burglary, second-degree assault, and reckless conduct-deadly weapon charges, all felonies, as well as simple assault, domestic violence, and detention and sanctions for default or breach of bailconditions. Around 12:30 a.m. on July 17, officers and a sergeant were sent to Market Basket on Storrs Street for an assault with a man, 64, bleeding from the head. The victim was taken to Concord Hospital while police canvased nearly homeless camps to find out what happened. Officers also found a trail of blood in the area of the New Hampshire State Liquor Commission building. The victim was also interviewed. He claimed a man, “LJ,” assaulted him after his girlfriend came to his tent because LJ was beating her, the report said. The victim noted LJ was recently released from jail, the officer wrote. When shown a photo of Davenport, the victim said it was the man who assaulted him, saying, “Absolutely, positive 100 percent,” an affidavit said. The victim claimed Davenport dragged the woman out of his tent and threatened them with a knife saying, “I’m going to cut you up,” an affidavit said. The victim attempted to intervene, hitting Davenport, and pushing him out of his tent, and he left, the report said. The victim, who said he was “messed up” on heroin, left his tent and walked toward Storrs Street. Davenport was then accused of threatening him again and the victim blacked out. Detectives began searching for Davenport, spoke to others who interacted with the three people, and confirmed variations of the accusations against the suspect, the report said. Detectives also interviewed the woman, who accused Davenport of abusing her “all the time.” During the altercation, she said, Davenport “full fledge f------ conks me on the head,” the report said. Detectives on Sheep Davis Road interviewed Davenport and he denied being at the liquor commission building, the report said. When told there were video cameras in the area where the altercation occurred and he was there, Davenport said, “I was?,” the affidavit said. Davenport then was accused of changing his story and saying the victim “swung at me” and kicked him out of the tent, but he did not want to elaborate more. According to the affidavit, video at the liquor commission building showed Davenport and the victim appearing to square off, the victim picking something up off the ground, and Davenport advancing at the victim. In another camera, the victim can be seen kneeling over at the waist. The affidavit said Davenport’s criminal history included assault, domestic violence, stalking, and breach of bail convictions in Hooksett District Court between 2014 and 2015; felony stalking and domestic violence convictions in Merrimack County Superior Court in December 2016; a Concord District Court conviction for disorderly conduct in July 2022 and a breach of bail conviction in May; and a drug premise conviction in Merrimack County Superior Court from March.
