RI Man Indicted On Stolen Gun, Vehicle Charges: Merrimack County Superior Court Roundup
Man indicted on statutory rape, lewdness charges; woman accused of selling meth; Concord man indicted in pedestrian hit-and-run incident.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.
Chelsea Carpentier, 32, of Queen Street in Boscawen on unauthorized use of a propelled vehicle or rented property and receiving stolen property, both felonies. She was accused of retaining custody of a U-Haul truck on Jan. 30 in Hooksett that was either stolen or overdue to be returned.
Neil F. Chicoine, 38, of High Street in Derry on possession of crack cocaine and falsifying physical evidence charges, both felonies. He was accused of dumping tan powder from a container to impair an investigation after a police officer pulled it from his pocket on Oct. 24, 2023, in Concord.

Dezirae Decato, 34, a homeless woman now located in Concord, on a felony controlled drug act; acts prohibited-psilocin and psilocybin charge on July 26, 2023, in Concord and a felony controlled drug act; acts prohibited-methamphetamine charge on Jan. 21 in Concord.
William C. Dolan, 25, of Martel Road in Pittsfield on second-degree assault and second-degree assault-domestic violence charges, both felonies. He was accused of striking an intimate partner on her surgery incision, “manifesting an extreme indifference to the value of human life,” on Feb. 10 in Pittsfield.

Brian D. Figueroa, 20, of Old Plainfield Pike in Foster, Rhode Island, on theft by unauthorized taking and two receiving stolen property charges, all felonies. He was accused of retaining a stolen gun, stealing a Dodge Ram and retaining a Honda Pilot, knowing it had been stolen or probably stolen, in New London on June 1, 2023.

David K. Moore, 65, of Oak Street in Salem, Massachusetts, on aggravated driving while intoxicated and driving after revocation or suspension, both felonies. He was accused of driving drunk on Central Street in Franklin on May 8, 2022, and causing a collision, which resulted in bodily injury to himself.
Melissa Moscaritolo, 47, of Horseshoe Pond Lane in Concord on three felony sale of a controlled drug-subsequent-meth charges. She was accused of selling the drug on Aug. 30, 2023, on Horseshoe Pond Lane in Concord, and on Loudon Road in Concord on Sept. 5, and Sept. 11, 2023. Moscaritolo was convicted on a possession charge in Merrimack County Superior Court in March 2016.
Francois Niyibigira, 27, of Cedar Street in Manchester on indecent exposure and lewdness, certain uses of computer services prohibited, and two felonious sexual assault charges, all felonies. He was accused of statutory rape between Oct. 7, and Nov. 4, 2023, exposing himself on Oct. 7, 2023, and using Snapchat to lure or entice a child to commit indecent exposure on Oct. 7, 2023, in Concord. Kyle Perkins, 32, of Hammond Street in Concord on theft by deception, Medicaid fraud-false records, and Medicaid fraud-false claims charges, all felonies. He was accused of defrauding Medicaid by documents between May 28, 2020, and March 9, 2023, in Concord, while out on bail at the time of the theft.
Jennifer M. Poirier, 38, of Chadwick Lane in South China, Maine, on identity fraud and attempted theft by deception charges, both felonies. She was accused of presenting a driver’s license, pretending to be someone else, at Northeast Credit Union in Concord to cash a check made out to another person for $3,500 on Feb. 16.
Hunter Robertson, 25, of Donna Drive in Pembroke on a felony assault by prisoners charge. He was accused of pushing a corrections officer at the Merrimack County Jail in Boscawen on Feb. 24.
Shane Russell, 38, of Intervale Road in Gilford on possession of meth with intent to distribute, possession of meth, possession of crack cocaine with intent to distribute, and possession of crack cocaine charges, all felonies. He was accused of possessing the drugs on Feb. 15 in Pittsfield. Russell was previously convicted of acts prohibited in Belknap County Superior Court in January 2019.
