Kenny Joe Robbins, 28, a homeless man now located in Concord, was arrested at 2:50 a.m. on Sept. 29 on a felony possession of a controlled drug charge. An officer on Fisherville Road saw a man on a bike wearing dark clothing, no reflective gear, and without a light on the bike's taillight. The officer noted while Fisherville Road was illuminated, “the area was dark and it was foggy.” Given the recent spate of car versus bike crashes, the officer turned around to speak to the rider, identified as Robbins via an ID card, a report said. Robbins had an electronic bench warrant on a possession of burglary tools charge. While waiting for another officer to make the arrest, Robbins was accused of turning away and reaching for something in his waistband. “I asked Mr. Robbins to turn around, but he refused to turn,” the officer wrote. “I grabbed Mr. Robbins and found a purple metallic container in his hand.” The officer took the container, looked inside, and found a tan powder substance consistent with fentanyl and a felony charge was added along with the warrant, an affidavit stated.
