Homeless Concord Felon Indicted On Drug, Dagger, Machete Charges: Merrimack County Superior Court Indictments
Plus: Felon accused of trying to stab inmate with a pencil; Warner man indicted on stolen vehicle, driving charges; other drug indictments.

CONCORD, NH — A grand jury in Merrimack County recently indicted the individuals listed below.
Seth T. Laughy, 43, a homeless man now located in Franklin, on a felony count of controlled drug act; acts prohibited-fentanyl on Feb. 17 in Franklin.
Robert J. Leduc, 56, a member of Concord’s unhoused community, on controlled drug act; acts prohibited-buprenorphine, controlled drug act; acts prohibited-methamphetamine, and four pistols & revolvers; convicted felons charges, all felonies. He was accused of possessing a machete, three daggers, and drugs on Sept. 23, 2025, in Allenstown. Previously, according to the indictment, Leduc was convicted on a drug charge. He is a felon due to a burglary conviction, according to an indictment.

Andrew Ludwig, 40, of Concord, incarcerated at the Merrimack County Jail in Boscawen at the time of the indictment, on possession of meth and possession of buprenorphine charges, both felonies, on Jan. 3 in Concord.
Thomas E. McEneany, 39, of Herbert Street in Concord, on a felony count of controlled drug act; acts prohibited-meth. He was accused of possessing 5 or more ounces of meth with intent to sell in Franklin on Aug. 27, 2025.

Ryan McNeil, 44, of Eastern Avenue in Manchester, on a felony count of operating while deemed a habitual offender. He was accused of driving on Commerce Way in Hooksett on Feb. 8 after being deemed a habitual offender by the NH DMV.

James Merchant, 41, a homeless man now located in Concord, on assault by prisoners and assault by prisoners-attempt charges, both felonies. He was accused of striking another prisoner from behind and attempting to stab him with a pencil, yelling, “I’m going to kill you!” on March 26 at the Merrimack County Jail in Boscawen.
Vincente P. Metrano, 30, of Newmarket Road in Warner, on receiving stolen property and reckless conduct charges, both felonies. He was accused of retaining a stolen Subaru on March 14 in Hooksett and driving dangerously, crossing all lanes of traffic on Interstate 293, without regard for other vehicles, according to an indictment. William Osborne, 56, of Pembroke Street in Pembroke, on a felony count of motor vehicles; penalties. He was accused of driving on Allenstown Road in Allenstown on April 12 after being deemed a habitual offender by the NH DMV.
Voeun Oum, 40, of John Brown Road in Center Barnstead, on a felony count of operating while deemed a habitual offender. He was accused of driving on West River Road in Hooksett on Dec. 18, 2025, after the NH DMV deemed him a habitual offender.
Rebekah M. Padua, 30, of Pineo Road Center in Center Barnstead, on a felony theft by unauthorized taking charge. She was accused of stealing merchandise from Walmart in Concord on Oct. 6, 2025. Twice before, according to the indictment, Padua has been convicted on theft charges.
