Boscawen Man Arrested On Obstruction, Assault, And Resisting Charges: Concord Police Log

CONCORD, NH — Brendon T. Foley, born 1992, of Concord was arrested at 6:23 p.m. on Feb. 4, 2023, on a driving under the influence charge as well as yellow-solid line and driving on the sidewalk violations after an incident at 39 Fisherville Road.

Stephanie Anne Willis, 38, of Concord was arrested on five warrants at 8:36 p.m. on Jan. 31 after an incident on Rumford Street. She failed to appear at the arraignment on habitual offender and disobeying an officer charges out of Newington from July 2022, a habitual offender out of Hooksett from September 2022, and a dispositional conference hearing on a habitual offender charge out of Newington from March 2022.

Michael C. Paquette, born 1988, of Concord was arrested at 7:10 p.m. on Jan. 30 on stalking-domestic violence and breach of bail charges. He was arrested after an incident at Concord Hospital on Pleasant Street.

Omar Hutchinson, 30, of Concord was arrested at 12:14 p.m. on Jan. 29 on criminal threatening, criminal trespass, and disorderly conduct charges after an incident at the Friendly Kitchen on South Commercial Street.

Christopher J. Stafford, 49, of Myrtle Street in Manchester was arrested at 3:25 a.m. on Jan. 29 on felony operating after being certified as a habitual offender and disobeying an officer charges as well as tail lamp and reflectors, yellow-solid line, and marijuana violations. State police also charged him with felony operating after being certified as a habitual offender and disobeying an officer charges as well as lane control and failure to use turn signal violations. An officer saw a Cadillac parked at the 7-Eleven on South Main Street and ran a check on the vehicle — since there have been theft and drug activities in the area. Stafford, a report said, was connected to the vehicle and was arrested in February 2021 on several charges. He was also out on parole and was a habitual offender, the report said. A man who appeared to be Stafford, the officer wrote, left the store, and when he drove away, the officer noticed the driver’s side license plate was out, a report said. The officer attempted to stop the Cadillac on Interstate 93 northbound but accused the driver of ignoring the officer and driving onto the highway. “I also observed the operator of the Cadillac serve onto the right shoulder of the highway outside of his lane of travel for a few seconds,” the officer wrote. “At this time, I believed the vehicle to be actively trying to elude me, although it maintained a speed of approximately 50 mph.” The officer noticed a state trooper, flagged them down, and the trooper started following the vehicle. The driver got off the highway on Exit 13 and eventually pulled over in the Dunkin’ Donuts parking lot on Manchester Street for the state trooper. When the state trooper approached the vehicle, he accused Stafford of “smoking what appeared to be a marijuana cigarette and was holding his cellphone in his left hand,” a report said. Other officers were requested and Stafford was arrested. An inventory of the vehicle included marijuana-infused Oreos, an affidavit said.

Nikhil S. Turner, born 1999, of Concord received a summons at 6:22 p.m. on Jan. 28 on a simple assault charge after an incident at Concord Hospital on Pleasant Street.

Dylan Kontoes, born 2000, of Boscawen was arrested at 2:35 p.m. on Jan. 26 on obstruct report of a crime-injury, resisting arrest or detention, and two simple assault charges. He was arrested after an incident at Game Zone on Fort Eddy Road.

Baruani Mmsema, born 1997, of Concord was cited at 7:38 p.m. on Jan. 17 on a driving after revocation or suspension-subsequent charge after an incident at 228 Loudon Road.

Enock Byiringiro, born 2002, of Concord was arrested on a bench warrant at 4:58 p.m. on Jan. 17 after an incident at South Concord Meadows on Clinton Street.

Joshua H. White, 43, of North Berwick, Maine, was arrested at 12:30 p.m. on Jan. 16 on a felony sex offender registration; failure to comply/knowingly-subsequent charge. He was arrested at police headquarters.

Michelle Lisa Brien, 44, of Tilton was arrested at 6:46 p.m. on Jan. 14 on a theft by unauthorized taking, less than $1,000, charge after an incident at Hannaford on Fort Eddy Road.

Tiffany A. Bovio, 32, of Arlington, Massachusetts, was arrested on a bench warrant at 2:51 p.m. on Jan. 1 after an incident at the Courtyard by Marriot on Constitution Avenue.

Amanda Marie Russo, 34, of Concord was arrested at 2:11 p.m. on Jan. 1 on simple assault and domestic violence-simple assault charges. She was arrested after an incident at Rumford Street.

Shayna Kinney, 39, of Concord was arrested at 5:04 p.m. on Jan. 1 on a warrant after an incident on Integra Drive.

Austin C. Shelton, 27, of Concord was arrested at 3:28 p.m. on Jan. 1 on receiving stolen property, less than $1,000, and resisting arrest or detention charges. He was arrested after an incident at Hannaford on Fort Eddy Road.
