Homeless Sex Offender Arrested Again On Another Registration Charge: Concord Police Log

Plus: Woman, with priors, arrested on drug, receiving stolen property charges; assault, false imprisonment on Loudon Road; warrant arrests.

CONCORD, NH — Jazmin M. Donovan, 27, of Roy Street in Concord or Boscawen was arrested at 12:51 a.m. on Sept. 29, 2024, on receiving stolen property-$1,501-plus and two possession of a controlled drug charges, all felonies, as well as a resisting arrest charge and driving on sidewalk and riding on bicycles violations after an incident or investigation at 2 N. Main St.

Holly Harper, born 1986, of Hooksett was arrested at 10:33 p.m. on Sept. 28 on a warrant after an incident or investigation at 45 S. Main St.

David L. Weatherly, 64, of Concord received a summons at 5:28 p.m. on Sept. 28 on an operating without a valid license charge after an incident or investigation at the Mobil station at 1 Whitney Road.

Scott S. Shibles, born 1971, of Concord was arrested at 5:36 p.m. on Sept. 28 on a driving after revocation or suspension charge after an incident or investigation at 15 Pitman St.

Jamie L. Prentice, 27, of Concord was arrested at 4:45 p.m. on Sept. 28 on three receiving stolen property-less than $1,000 charges after an incident or investigation at 1 Old Turnpike Road. She has an active case — felony drug sale, drug possession, and receiving stolen property charges, from June 10 boundover to superior court earlier this month.

Thomas M. Mannigan was arrested at 9:30 p.m. on Sept. 10 on a driving revocation or suspension-subsequent charge after an incident or investigation at Speedway at 15 Hall St.

Shaun Danny McCall, born 1980, of Concord, was arrested at 11:48 p.m. on Sept. 9 on a resisting arrest or detention charge after an incident or investigation at The Draft at 67 S. Main St.

Anthony W. Landry was arrested at 12:30 p.m. on Sept. 8 on simple assault, domestic violence-simple assault, and false imprisonment, and domestic violence-false imprisonment charges. He was arrested after an incident or investigation at 177 Loudon Road.

Joel Owen Niles was arrested at 2:24 a.m. on Sept. 7 on two bench warrants after an incident or investigation at the Legislative Parking Garage at 126 Storrs St.

Ribeiro Geraldo Da Silva was arrested at 11:57 p.m. on Sept. 5 on an operating without a valid license charge after an incident or investigation at 29 Water St.

Matayo Armoni Riley, 27, of Alton Woods in Concord, was arrested at 10:08 p.m. on Sept. 3 on two indecent exposure-sex act, child, under 16 charges after an incident at Target at 80 D’Amante Drive and an indecent exposure-lewdness-subsequent charge after an incident at TJ Maxx at 12 Loudon Road. Rachelle L. Smith, 34, was arrested at 5:35 p.m. on Sept. 1 on a bench warrant after an incident or investigation at Domino’s Pizza at 202 N. Main St.

William Slocum, 38, a homeless man now located in Concord, was arrested at 8:41 p.m. on Aug. 31 on a felony sex offender registration; fail to comply-knowingly-subsequent charge. On Aug. 5, a detective conducting a sex offender registration audit found Slocum’s registration was expired. He was required to register due to a felonious sexual assault conviction on his birthday in July as well as January, April, and October. The detective said his most recent registration was on June 4, in which he signed paperwork, agreeing to register every three months, according to a report. Slocum’s criminal history included felonious sexual assault convictions in October 2005 in Merrimack County Superior Court and February 2010 in Strafford County Superior Court, misdemeanor failure to register in July 2008 in Concord District Court, and misdemeanor duty to report in February 2023 in Merrimack County Superior Court. A warrant was issued for his arrest on Aug. 6.
