Johnathan David Lessard, 18, of Elm Street in Penacook was arrested at 6:32 p.m. on Jan. 19 on simple assault, domestic violence-simple assault, and criminal mischief charges. According to an affidavit, officers were sent to an Elm Street home for a domestic around 4 p.m. on April 3, 2023. Boscawen police told Concord that a woman and two children were at their police headquarters connected to the same incident. The initial incident occurred when one of the juveniles became upset about the Internet not working. The two children then began yelling. Lessard was accused of telling the children to stop yelling and then went outside. A woman stated when the children continued to argue, Lessard came back into the house and pushed one of the children outside, an affidavit stated. The second child also confirmed the allegation, the report said. One of the Concord officers confirmed red marks on the child’s neck, but the child did not need medical attention, the report stated. The child told an officer he “laughed and smirked” at Lessard before the assault, which seemed to upset him, the affidavit said. The child then accused Lessard of walking over to him, grabbing him, and pushing him outside, the report said. A second child backed up the claims of the first. Another officer spoke with Lessard, who stated he was working on a truck outside when he heard all the arguing inside the home, the reporting officer stated. Lessard was accused of admitting to being “upset” by the laughing and smirk, so he grabbed the child and “tossed him to the ground,” the affidavit stated. A woman also accused Lessard of kicking the side door of the home. The officer noted damage done to a frame. On Jan. 16, a warrant was issued for Lessard’s arrest.

Officers were sent to the McDonald’s Restaurant at 90 S. Main St. for an unwanted guest report — a person who appeared to be intoxicated in the parking lot. Police arrived and spoke with the calling party, who pointed out Charter, whom the officer recognized “from previous interactions.” Dispatch reported Charter had an active warrant on a criminal trespass charge from late November 2023, and she was arrested. During a search, police found two small baggies believed to be containing fentanyl and methamphetamine, an affidavit stated. Inside a backpack, a container of marijuana was found, the report said. Charter was accused of telling the officer she had a marijuana medical card, but it was not found during the searches. An affidavit said field testing confirmed one of the drugs was meth. Charter was trespassed from McDonald’s in August 2023, so a charge was added to her other charges, the report stated.
